Bihar was at the heart of the first two all-India empires in history, that of the Mauryas and the Guptas. N. K. Singh

N.K. Singh is a politician, economist and former Indian Administrative Service officer. Currently a Member of Parliament in the Rajya Sabha, he was earlier the deputy chairman of Bihar State Planning Commission. Lord Nicholas Stern is I.G. Patel Professor of Economics and Government at the London School of Economics, and chairman of the Grantham Research Institute on Climate Change. He is president of the British Academy since July 2013.
